Department of criminal law and criminology

The Department of criminal law and criminology of the Faculty of professional training of the Almaty Academy named after Makan Esbolatov of the Ministry of internal affairs of the Republic of Kazakhstan is an educational structural unit that carries out educational, methodological, research and educational work. The department was established by order of the Minister of internal affairs of the Republic of Kazakhstan dated June 11, 2002 No. 407.

The department organizes and carries out at a professional level educational, methodological, research and educational work on the training of highly qualified and competitive specialists with higher education, scientific and pedagogical personnel for the system of educational institutions of the Ministry of internal affairs of the Republic of Kazakhstan. Conducts work on advanced training and retraining courses for existing police officers of various categories.

The main principles of activity of the Department’s employees are: accessibility and quality of Education, widespread integration of the educational process with research and educational work, as well as innovative technologies for training highly qualified and competitive personnel for internal affairs bodies.

As part of its activities, the Department solves the following main tasks:

1). Organization and implementation at the current level of educational activities in the disciplines assigned to the department and the planned educational load aimed at ensuring the need of the Internal Affairs bodies of the Republic of Kazakhstan for qualified specialists.

2). Development and improvement of educational, methodological and scientific-methodological support of studied disciplines and training courses, introduction of new educational technologies, forms and methods of training, use of positive practical experience of the activities of the internal affairs bodies of the Republic of Kazakhstan.

3). Organization of work on improving the professional skills, scientific qualifications of the teaching staff.

4). Implementation of scientific research and development activities aimed at improving the system of training personnel for the internal affairs bodies of the Republic of Kazakhstan and improving the efficiency of law enforcement activities of the internal affairs bodies.

5). Work with the teaching staff and students on educational, cultural and educational, social work, strengthening official discipline and legality.

The department has a long and rich history, which is closely connected with the development of the Makan Esbolatov Almaty Academy of the Ministry of internal affairs of the Republic of Kazakhstan. The department is primarily a collective, people who, by their own efforts, created the Scientific School of criminal law and criminology of the Academy, preserved the established traditions of teaching, brought up many generations of cadets, adjuncts, undergraduates and doctoral students. At different times, scientists worked here who made a decisive contribution to the development of Kazakhstan’s criminal law and criminological science, leaving a significant mark on the life of our state.

In different periods, the department was headed by prominent domestic scientists: doctor of law, professor S. M. Rakhmetov, doctor of law, professor G. R. Rustemova, candidate of Law, Associate Professor B. I. Akhmetov, candidate of law, T. A. Bapanov, candidate of Law, Associate Professor A.
